I didn't dig in further, but I know funding bills will always contain tons of shit, and they are always a compromise. But the definition of "national security" used here is *mostly* less bad than what most people are thinking of, i.e. it's neither DHS nor DoD, which are yet to pass.

Also: the legal premise for capturing Maduro was crimes against the US, and not recognizing him as President, thus making him no more than a fugitive in a foreign country, similar to bin Laden. The same can apply to Rodríguez.
