Is the conductivity sensor the most expensive item in the parts list? All of the ones I've seen are very expensive.

The OpenCTD can be built for as little as $400 (I know, it used to be $350, tariffs are really hurting the small technology fabricators) and can be built, calibrated, and maintained by the end user.
