So, who gets punished for this?
I’m in your camp; but until judgements go beyond civil ones that a county’s insurance pays for, what stops it from repeating again and again?
How can their budget be hurt or can they face criminal prosecution? There needs to be accountability and consequences.

Agreed. Justice means voluntarily paying for the harm one caused, making a deliberate choice to submit to punishment, and using the remainder of life to repent.
