Does this mean that the US is preparing to recognize Crimea/Donbas as Russian or that the US has agreed that it would be illegal to recognize it as Russian as part of a deal?

Honestly, the American public has the most power, but needs to really use it.

That's the thing, it's not just Canada. The U.S. is showing themselves an unreliable ally on the world stage.
It is going to be hard to attract deep, long term investments and alliances with a strategy that is very transactional and can switch without any agitation.
