Didn’t know, interesting. (Switzerland allows voters to rank options in popular initiatives.) Political actors learn, not always for good, how to use institutions. From time to time, a renewal is required, but the problem is that those with the capacity to do it are mostly driven by self-interest.

Rules shape the incentives of political actors — parties and society alike — so maintaining a degree of stability is essential, I fully agree. My point about the “fiction” refers to the growing weight of negative mandates: voters choosing against someone rather than in favor of someone.

Impossible to decide out of context. Plurality (1st) was expected to reduce incentives x party proliferation, but today it could help an extremist gain power. A runoff system increases legitimacy (broader support) but can also be negative or somewhat fictitious. Time to think of something else!
