We need to AT MINUMUM turn city-run cameras off until ICE isn’t a problem anymore. Pausing installations and redirecting funds to protect immigrants is great.

Doorbell cams (especially Ring ones) need to be reoriented to point away from public spaces.

OneAmerica, Planned Parenthood, Lavender Rights Project, and @acluwa.bsky.social all testified that we need *3 minute* retention time, as in New Hampshire. The original bill was 72 hours, that's bad. 21 days is much worse

If you're in Washington state you have until tomorrow morning to get in written testimony on the Driver Privacy Act, regulating Flock and other ALPRs ! Comments are due by 8:00 am Wednesday (1/21) on SB 6002, and by 10:30 am on HB 2332. #waleg

The key points coalition members put forward -- including 3 minute retention, block vendor access, felony warrant, no inter-agency access -- are all very important. But, it'll take some strong advocacy to make that happen.

So it'll be quite a battle going forward. Flock and law e enforcement will push to weaken it, cynically playing the "think of the victims", "investigations take a long time", and "it's more cost-efficient" cards while lying and claiming that it's not surveillance.

And we're done. Bummer, shut out twice. Not unexpected but still.

Overall, the PRO advocates were great -- really effective making points. But, by strategically testifying CON and OTHER, the opponents of strong regulation got more talking time, and they were effective too.

Many investigations start out as misdemeanors and escalate to felonies. Last speaker, bsky.app/profile/wa-p...

Retention. Misemenaor warrants. Wants limitations on damages and fees for unintentional violations where no harms have occured. Hit should be reasonable suspicion.
Redmond police chief supports reasonable regulation. Redmond voted to suspend, not becaus of anything that happened here -- lost trust. 72 hour period is insufficient. 3 days provides no value, masquerades as privacy. Need misdemeanor warrants. Safe harbor for civil liaibilities.

Office of Equity testifying in support. Charged with coordinating agencies related to immigration-related issues. ALPRs were a primary area of distrust in listening sessions. "Data minimization isn't a technical issue, it's a safety issue".

Faith Action Network strongly supports. Bill reflects an important principle: tech should help humanity, not harm and surveil. Without clear limits, ALPRs become agents of discrimination and overreach. Rightly prohibits surveillance near schools, health care facilisties.

Policing Project at NYU school of law. Significant risks on rights and civil liberties. Unlike traffic cameras, ALPRs caputre everybody -- and a lot of info. With AI, can track vehicle characterists, and also the vehicle's documents. A strong step forward.

Flock safety! Signed in other: support guardrails. Strongly believe can improve public safety while supporting privacy, but ... doesn't like retention, prohibition on ALPR to search for vehicle characteristics, warrant for private ALPRs.

Law enforcement agencies are strapped for resources, using technology to help solve crimes is a good thing to do.

Council of Presidents (universities): ALPRs for managing parking, needs definitions for schools. We have food banks and health centers. Also use for parking location. Retention.
