On the night of March 8, 1864, General Grant reported to President Lincoln at the White House in obedience to orders received at Nashville, Tennessee, several days before. The president's weekly reception was in progress, but following an ovation to General Grant, Lincoln arranged to meet him later for a private con-ference. Nicolay's report of the conference is as follows: "The President here made an appointment with him for the formal presentation next day of his commission as lieutenant-general. 'I shall make a very short speech to you,' said Lincoln, 'to which I desire you to reply, for an object; and that you may be properly prepared to do so I have written what I shall say, only four sentences in all, which I will read from my manuscript as an example which you may follow and also read your reply—as you are perhaps not so much accustomed to public speaking as I am; and I therefore give you what I shall say so that you may consider it. The prime minister has said sorry to a headteacher after leading primary school children in a version of the viral 6-7 dance meme. Sir Keir Starmer visited Welland Academy in Peterborough with Education Secretary Bridget Phillipson on Monday to promote the expansion of the free school meals programme. During the visit, Sir Keir was reading with pupils when one pointed out they were on page 6 and 7. The prime minister made the juggling hand gesture that accompanies the reference, prompting class-wide hilarity. "You know children get into trouble for saying that in our school," a teacher told him afterwards. "We are not over that yet, the 6-7, it's still very much a thing." As he left the room, Sir Keir told headteacher Jo Anderson it had been a "bit wild" in the class, only to be told the dance was banned at the school.

POLITICS IN ANY MODERN SENSE was not possible. Because federalists and Republicans alike fervently believed that the very existence of the United States as an independent republic was directly related to the conflict between Great Britain and revolutionary France, some public officials in the 179os were led into extraordinarily improper diplo matic behavior. Indeed, in this era of revolutionary passions and hatreds, proper and conventional diplomatic behavior from anyone may have been too much to expect. In 1789-1790 Alexander Hamilton carried on private discussions with Major George Beckwith, who was acting as agent of the British government in the absence of a regular minister. He suggested to Beckwith that he, as secretary of the treasury, might be a better channel of communication to the administration than the secretary of state. He went on to tell the British agent that he "always preferred a Connexion with you, to that of any other Country, We think in English, and have a similarity of preju-dices, and of predilections." When in 1791 Jefferson as secretary of state greeted the first British minister, George Hammond, with unusually abrupt hostility, Hammond turned to Secretary of the Treasury Hamilton for discussions of Anglo-American affairs. Jefferson and other Republican officials, of course, behaved with France as Hamilton did with England. Jefferson misled the French minister Genet into thinking that France would receive more support from the United States government than in fact it was willing to give. But the impropriety of Jefferson's diplomatic behavior was nothing compared to that of his fellow Virginians, Edmund Randolph and James Monroe. eur Kitrick,

President Reagan and his staff made mistakes in the Iran-Contra Affair.* It is important at the outset, however, to note that the President himself has already taken the hard step of acknowledging his mistakes and reacting precisely to correct what went wrong. He has directed the National Security Council staff not to engage in covert operations. He has changed the procedures for notifying Congress when an intelligence activity does take place. Finally, he has installed people with seasoned judgment to be White House Chief of Staff, National Security Adviser, and Director of Central Intelligence. The bottom line, however, is that the mistakes of the Iran-Contra Affair were just that—mistakes in judgment, and nothing more. There was no constitutional crisis, no systematic disrespect for "the rule of law," no grand conspiracy, and no Administration-wide dishonesty or coverup. In fact, the evidence will not support any of the more hysterical conclusions the Committees' Report tries to reach. Taken together, the three chapters will show that much of what President Reagan did in his actions toward Nicaragua and Iran were constitutionally protected exercises of inherent Presidential powers. However unwise some of those actions may have been, the rule of law cannot permit Congress to usurp judgments that constitutionally are not its to make. It is true that the Constitution also gives substantial foreign policy powers to Congress, including the power of the purse. But the power of the purse-which forms the core of the majority argument-is not and was never intended to be a license for Congress to usurp Presidential powers and functions. Some of the statutes most central to the Iran-Contra Affair contain a mixture of constitutionally legitimate and illegit-mate
