Strider Hiryū had fully voiced interludes in different languages, yet the proper sequel had the JP audio in the cutscenes axed in the Western releases. The DC port of Kikaioh Tech Romancer kept the voice acting, so there was no reason Strider Hiryū 2 couldn't except cheaping out.
