Plot reveal... Harrimans Dad was an Enterprise captain that Kirk 'lost' a few years back. This was all a long term revenge plot. Harriman wasn't even in Starfleet, hes a plumber.

There's an admiral back in the TOS movies who was really terrible at fleet deployment... constantly left Earth devoid of ships and large swathes of Federation space with one ship available...
