UN Security Council Resolution 2803, the US resolution on Gaza, passed 13-0 with China and Russia abstaining. Now the really hard work can begin.

If Russia tries to veto Trump’s Gaza peace resolution, who knows what would happen. Tomahawks for Ukraine, maybe? I don’t know. Here’s hoping Russia thinks twice—and abstains.

So the Russians have released their competing resolution on Gaza. It’s on the website of their mission to the UN, russiaun.ru/en/news/comm....

3 of 3: (I skipped the rest of Annex 1, the Trump 20-point plan.) On paragraph 10, note that UNSCR 1031 (1995) for Bosnia also had a reporting requirement, so this is routine and does not put the Board of Peace under UN auspices.

2 of 3: Note the change to paragraph 7 is to bring in relevant language from Trump plan paragraph 16, so it's less of a substantive change; it's giving the Trump plan language the force of an UNSCR.

1 of 3: On the #Gaza UN Security Council resolution, here are the tracked changes from the "zero draft" last Thursday with the "Rev 1" draft released Wednesday. More screenshots below. The big changes are in paragraphs 2, 3, and 7, and a new paragraph 10.

2 of 2: This includes who gets contracts, who controls tax revenues, and who gets key government appointments. Keeping the money out of Hamas’s hands is a key to peace.

I got to point out that all science fiction stories about such people never turn out well.

Hard to imagine a rollicking interview about nuclear blustering between Trump and Putin, but today on Al-Ghad al-Arabi (Egypt) we came close. Kudos to interviewer Mohamed Abdallah for coming up with the reference to Jules Verne’s dark 1904 classic “The Master of the World.”

The Israeli reduction in aid into Gaza is not the greatest danger to the ceasefire right now, but if Hamas is living up to the deal, Trump seems prepared to keep Israel on track. Right now, though, Hamas is dangerously close to striking out.
October 14, 2025 at 8:59 PM
Not turning over remains of almost all hostages in the next couple of days could be strike 1. Continuing executions could be strike 2. Not laying down weapons could be strike 3.
October 14, 2025 at 8:59 PM
2/4 If Hamas does not live up to the terms of the Trump 20-point plan, Trump could let Israel resume attacking Hamas fighters. Hamas needs to understand what “three strikes and you’re out” means.
October 14, 2025 at 8:59 PM
1 of 4 As I explained on Al-Jazeera, President Trump expects Hamas to turn over almost all the deceased hostages within a couple of days. Also: Hamas needs to stop executing people. Israel will cite this, rightly, as evidence Hamas is not giving up power in Gaza, as Trump’s 20-point plan requires.
October 14, 2025 at 8:59 PM
3 / 3 The world needs to build Tony Blair @InstituteGC’s Gaza Int'l Transitional Authority and its security force. If Hamas lays down weapons, good. If not, #GITA and the ISF should get ready to deploy to the parts of Gaza free of Hamas, and begin Gaza’s physical and social reconstruction.
October 9, 2025 at 4:16 AM
2 / 3 Signs are Hamas wants to keep the weapons. But the world is calling on Hamas to disarm. There is no prospect that Arab governments will contribute to Gaza’s reconstruction if Hamas can re-take power, and then attack Israel, then Israel will destroy whatever was rebuilt.
October 9, 2025 at 4:16 AM
1 / 3 On Ash-Sharq/Bloomberg, Al-Qahera, and Al-Jazeera today talking about the Gaza peace deal. Worth celebrating for all those who want to see a lasting peace. But (1) will Hamas agree to lay down its weapons? (2) Will countries agree to contribute peacekeeping troops?
October 9, 2025 at 4:16 AM
Second question: Will Hamas agree to lay down its weapons? If not, Israel will say Hamas rejects @realDonaldTrump's plan.

It baffles me why some think the pressure Monday will be on Israel. It will be on Hamas.
October 4, 2025 at 9:59 PM
On Al-Jazeera and Al-Jazeera English tonight, explaining that the pressure Monday in the talks in Egypt will be on Hamas: will they agree to the release of hostages within days? If not, Israel will say Hamas rejects President Trump’s plan.

6/6 There are many issues that could hold up peace. Hamas made no mention of laying down its arms, for example. But if this misunderstanding over sequencing is not clarified quickly, it could derail progress towards Trump’s peace deal, which, as Trump said, is the best available deal for peace.
October 4, 2025 at 2:10 AM
5/6 I said that Qatar, Egypt, and Türkiye mediators should seek immediate clarification whether Hamas agrees to the sequencing President Trump has in mind. We have two days until Trump’s deadline of Sunday 6 pm EDT.
October 4, 2025 at 2:10 AM
4/6 Looking at the tone of Hamas’s response, it’s clear they were trying to be respectful to President Trump. And his response to Hamas reciprocates this respect.
October 4, 2025 at 2:10 AM
3/6 The problem is this is not the only possible interpretation of Hamas’s response. Hamas could have intended the hostages be released only after other steps, like a Palestinian conference, that will take weeks, or the withdrawal of Israeli troops, which is not the sequence Trump has in mind.
October 4, 2025 at 2:10 AM
2/6 President Trump read into Hamas’s response that the hostages should be freed in a matter of days. He told PM Netanyahu to stop the bombing of Gaza so the hostages could be safely moved from the tunnels to positions where they can be returned to their families.
October 4, 2025 at 2:10 AM
1/6 On Al-Jazeera, Al-Arabiya, Al-Qahera, CTV News (Canada), Al-Ghad al-Arabi, and TRT World tonight talking about Hamas’s response to the Trump peace plan for Gaza. One big concern is sequencing.
October 4, 2025 at 2:10 AM
3/3 As President Trump tries to work a peace plan for Gaza with Israeli, Arab, European, and other world leaders, I would respectfully urge this is not a good time for lower-ranking officials to undercut the President’s Gaza peace initiative.
