What we saw in those cases, and others, is that if economics and business opportunities are offered in the absence of progress on the political causes of the conflict such efforts swiftly elicit the reaction: “you’re just trying to bribe us to give up our rights!”

E.g. Tony Blair became the Quartet chief envoy for Israel-Palestine in 2007 and believe economic investment and growth in the occupied territories could fix the crisis. Similarly in Tamil Eelam in Sri Lanka in the early 2000s proposals were made for surges in development aid to that region. 2/

There’s a certain kind of nat sec official (and I think it’s become more common): unless it’s gathered via a top secret method, with limited viewership to only a select few, they don’t notice it.
