In parallel, Europe desperately needs to build its own REE capacity - mining and refining.

It can’t rely only on a G7 pathway because the US can’t be trusted.

But securing REE from China with some of the bargaining chips we have is useful to buy time.
A post-IMF meetings thought on EU-China diplomacy. For Europe there’s no growth in China — the opposite.

But the EU could offer to not escalate or even loosen ASML exports to China in exchange for (preferential) access to rare earths.

A mutually beneficial bargain.
