Some countries adjust speeding fines to income. I think this is a reasonable approach. But I also think there should be progressive penalties for things like DUI where eventually you permanently lose your license. And if you speed too often you have to have a speed governor installed.

When you're in the market for an ebike, make sure it meets the UL 2849 (entire electrical system) and/or UL 2271 (just the battery) standards and you'll be good!
