Deciding when to recess the House to "district work periods" isn't some inherent or longstanding power of the Speaker.
It was only added to the rules for the first time in this Congress.
Otherwise this would have required the full House to vote on it, which could have been defeated.

Gotta respect the tech from my Solar company. I emailed yesterday about a rattle coming from the roof, asking if they could inspect for a loose panel or something. Guy came out today, in the wind and rain, got up there, and tightened down what we think was the rattling panel.
