It's not a spit, it's a fig leaf.
Once you talk about millions most people lose all perspective on relative size so if you say it like it's a big number we'll be fooled (or at least enough of us -certainly interviewers rarely have any clue).

My local council has been told they will lose £17M next year.

£8 million in total is just under 23k per council. Enough to fund a home for maybe two families for a year (minus household bills).

Better than nothing, obviously... but so very, very far from being anywhere near enough it's an embarrassment.
