They can, though; it's at least the case in Arcade MK2 and UMK3; I imagine it's that way all of the classic games. It's not unique to the CPU, either; Scorpion's hurtbox just extends all the way down from the hand post-Spear.

As a big fan of the series, I think it's the best game in that series. Does its own thing very well and just feels great to play all around with few exceptions.

Off the top of my head, SNES Joe and Mac also uses the logo with a voice line, though it's not nearly as comprehensible as the Mega Turrican one:

Videogames often end up feeling like lightbulbs. You'd have these original old ones that'd last for decades, but then lightbulb manufacturers realized there is no profit incentive for a 30+ year lifetime bulb.
