I think I understand what you mean in terms of the specific policies in the US which encourage treating you home as an investment, but I don't think I would describe it like that. Post-communist countries have homeownership rates in the 85-95%, while the US is around 65%.

lots of people seem to be unaware how adversarial the whole process has become. a friend was reported to the dean for not letting a student reschedule an exam to attend a big football game. almost every international TA has been accused of having an unintelligible accent whenever they fail someone.

in retrospect, it seems obvious that limited local market exchanges where prices merely reflect the supply and demand of resources would invariably lead to irrational and inefficient allocation of resources in the long-term. you gotta get some folx to properly forecast and plan things.
