And the prospect of a bad Ukraine-Russia outcome should only make this more urgent.

We should reserve a significant part of the bandwidth of our debate, focus and action on this burden-shifting on critical enablers otherwise we will not make use of the time Europeans bought by surrendering to Trump in the trade war.

At the same time, Europeans need to adapt their war fighting doctrine since Europeans can‘t fight wars in Europe the same way without the full array / mass of US assets.

That nothing much has changed within the first Trump year doesn‘t mean this will stay like this. The question is whether Europeans will try to shape this by themselves proposing a timetable or whether they will wait for the US to set the timetable possibly in a haphazard and self-defeating way.

US will likely act no matter what on burden-shifting — because it objectively needs to if it wants to have a chance to keep much of its role in the Indo-Pacific faced with Chinese power & because many are also ideologically inclined to push for a significant reduction of the US footprint in Europe.

It was a mistake on the part of some to try to push the timetable for burden-shifting debate away when German defense minister Pistorius tried to put this on the agenda.

And yes, European NATO allies will not be able to replace all US conventional assets fully but that doesn‘t mean we shouldn‘t pursue a plan for this for fear that this only speeds up US burden-shifting. That‘s an irrational fear.

The focus of European NATO members should be squarely on a clear timetable for burden-shifting in terms of taking over critical enablers for NATO‘s defense posture in Europe from the US. Are we hard at work on this? I hope somewhere in secret this is happening with full force.

A lot of credit to Merz here. He corrects
fundamental failures by both Merkel and Scholz who gave in to Deutsche Telekom
and other Huawei cheerleaders.
