And he's convinced that the system of bonds etc. that's worked so well with oil & gas development will work for coal miners. Personally I think he's a partisan lawyer with zero idea of how environmental issues work, but that's just me.

We drove through BC several times when they were building TMX2, & there were row after row of trackhoes, tractors, loaders, earthmovers & other machinery parked beside the highway. Hundreds of expensive machines they have to pay the mortgage on.
