Seeing stars from your head spinning? They’re free, so the strategy is working! 😵‍💫😆

More broadly, here’s a smile: I know of someone who saves a bit of their v small income every month to get a crab from a grocery store then return it to the beach nearby. 🥹🦀

My two cents: it’s the Mayor-Elect of NYC meeting with the Office of the President of the US. He would have met them, whether it be Trump, Biden, whoever.

Plus, Trump is so charmed he said he won’t send the National Guard into NYC. That’s a legit win for the safety of Mamdani’s residents.

Kim: Also got to travel outside of the country on behalf of Council, and protocol gifts mean so so very much to our hosts and to our own reputation. Politics and our jobs are also full of symbols; it's a language we speak. We should revisit a protocol strategy more broadly.

Staff will circulate updated report on protocol to Council.

Discussing 2030 protocol budget of $30k.

Staff say reconciliation budget is a separate budget.

Caradonna: What implications would the cut have? It's a nominal amount of money with a good return on investment. Need more info.

So Gardiner's motion comes off because it's premature.

Hammond: "Can I let this gel and then come back with more budget proposals" [at a future meeting]?

Alto: Yes.

Staff: Can demonstrate in 2027 financial plan how much revenue came from RAP in 2026. Can provide an outline next year too.

Gardiner: OK, so one year delay on that info.
November 24, 2025 at 7:38 PM
Alto: Is this part of an update as part of annual facilities reviews? How does this info come about?

Staff: We have included increased revenue forecast for year 2027 and beyond. Line 35 in Appendix B. "Increase revenue through parks and recreation services," $200k projection.

Alto works with Gardiner for a motion to refer this to Dec 11 COTW. Passes with just Kim opposed. [I wanted to just wrap this up today.]

Kim and Coleman motivate similarly. Part 1 is problematic. Part 2 is reasonable and worth discussing further. Lucky that the one GVHA appointee who gets remunerated for that (me!) is communist leaning and wants to collectivize that. Part 3 is too rigid.
November 24, 2025 at 7:27 PM
Caradonna: This is tangentially related to the budget, but it's about creating policy on the fly.

Alto: There will always be a significant discussion on a policy underlying aspects of a particular motion. I don't know that the financial impact is significant, but it counts.

(contd motion)

"Councillors be reimbursed for attendance or participation at one of AVICC, UBVM, FCM conferences per year."
