Good morning to Brazilian reporter Manuela Borges, who’s been waiting eleven years for this petty moment. ❤️ 🇧🇷

Just like with Palestine in the news, some days I struggle to contain my shit + focus on Council.

Today it’s the Smith-Carney pipeline deal. Catching up on news properly at 10:20 pm and I’m only just now able to take in the scale of this and grieve. Not even mad, just so sad about it all right now.

Thank you bsky for telling me about the NDP Leadership debate. I never thought I'd care so much about bilingualism in a prospective leader.

Thompson: I take it staff is coming back to us with the best deal you could get.

Staff: These are the items we saw to be critical in order to move forward with the application. Amenity space and family housing units were the remaining issues to be resolved.

Back from lunch with a short daytime Council meeting.

Moving through agenda approval, consent agenda, etc. Very short list of things to go through today, and no closed meeting scheduled.

[I suspect it's to keep our brains from frying with all the budget meetings.]

We Refuse: Health Workers Against Involuntary Care is now public.

@hrna.bsky.social and DSDP are circulating a joint statement opposing BC’s plan to expand involuntary drug treatment. This approach is ineffective, increases overdose risk, violates autonomy, and harms marginalized communities.

Committee of the Whole is wrapped up. Back from lunch at 1:05 for daytime Council.

Moving on. Thompson moves his CMM on bail reform.

Thompson: "Front line services providers I meet with every month tell us that a lot of the crime and disorder on the streets is actually just a few people." "Unhoused people are often the target and victims of these chronic repeat offenders."

We are back from break. Hammond questions first.
"Could allocated grants be used in another location?"

Staff: [oh rats I missed it... bad timing... a time sensitive notification popped up my screen]

Hammond asks for specifics on the water feature.

The juicy item. The reason a media camera is in the gallery. G2. Centennial Square Revitalization Project design update. Staff are setting up at their table, filling their water glasses, prepping. Hammond jokes: "water feature!"

Onto staff reports. G1. Code of Conduct for Council Members - Review and Update.

"That Council... amendments to the Code of Conduct Bylaw that clarify the process for meetings at which Council must decide on appropriate measures or sanctions...."

Good morning! Today I am tweeting with an ergonomic keyboard and I ask you to bear with my typos.

Thanks to @pentastich.bsky.social for the suggestion upon hearing about my ailing wrist.

My newsfeed has twice in the last 12 hours given me articles about how military looks are coming back into mainstream fashion.

Couple that with the return to 60s/70s post-materialism nostalgia (eg the Sydney Sweeney denim ad) we are seeing and like… again, am I going crazy for seeing these links?!

We are wrapping up. Next budget conversation is next Monday afternoon at 1 PM. See you at our regularly scheduled COTW on Thursday the 27th.

Thanks for following along.

Gardiner: "I no longer believe we should be targeting 4%, that is too high"... "before we knew the police provisional budget and the challenges the whole economy would be facing in the years ahead, and that means the taxpayers."

Coleman: We don't invest in being a capital city. But looking at changing geopolitics, we should be more embracing of opportunities. For example, we don't know how many Consul Generals live in Victoria!

Conversation is now shifting into potential future directions.

Gardiner tries a motion arising: "Council direct staff to report back on revenue agreements with the City's tenants of Royal Athletic Park, including concession sales, to explore opportunity for increasing revenue for the City."

"Per-diems or stipends paid to Councilors serving as appts to orgs (except CRD) be placed in a Council fund...

Gardiner is moving a motion arising. Paraphrasing here.

Staff explore and report back on memberships in orgs and possible reductions; full range of City memberships including ones involving Council and others more focused on admin. Examples would be UBCM, UDI, CCCO....

Back from break. Onto individual Councillors' motions arising.

Dell starts with: "Reduce the infrastructure budget increase to $4m, but add any NMC [non-market change] additional tax revenue over $1m towards the capital budget."
