A key insight: middle managers play a central role in turning policies into daily practice and supporting workers’ wellbeing. Strengthening their capacity is essential for resilient LTC systems.

The study compares LTC systems in Norway, Finland, the Netherlands, Romania, Spain, Italy and Australia. Despite different structures, all rely on similar strategies like ageing in place, digital tools and task shifting.

Based on data collected in six European countries, the S4R Toolbox responds to a clear need: resilience isn’t about coping harder but about redesigning systems that protect wellbeing, sustain care quality and prepare organisations to adapt to change.

Key findings: organisational and managerial interventions are scarce.

For workers, only a few approaches helped (mindfulness, breathing, ACT).

For informal caregivers, support or counselling and skills training showed more consistent gains.
