This requires sophisticated and specialized data analytic tools and support to load, organize, assimilate, and summarize large amounts of data, both structured and unstructured, with information related to ongoing, completed litigations and investigations to support trend analysis across the Department's law enforcement and litigating components. The requiring organization is the United States Department of Justice (DOJ), Executive Office for United States Attorneys (EOUSA), Office of the Chief Financial Officer (OCIO) on behalf of the Office of the Attorney General (OAG). The contracting activity is the Justice Management Division (JMD), Procurement Services Staff (PSS). 2. Nature and/or description of the action being approved. DOJ/JMD/PSS on behalf of EOUSA/OCIO/OAG proposes to award a firm fixed price task order pursuant to the authority of Federal Acquisition Regulation (FAR) 8.405-6(a), Limiting Sources. PSS intends to make award for the "Operations Command Center," Software as a Service (SaaS) requirement on a limited sources basis to Palantir Technologies, Inc. (Palantir or Contractor). JMD PSS executed a three-month pilot task order with Palantir to determine the capabilities of its available commercial of the shelf (COTS) solution in meeting the needs of the DOJ/OAG in automating its crucial caseload productivity reporting. Task order 15JPSS25F00000380 (Pilot (i.e. referred to as "Phase I" of the Palantir Platform modification effort)) in the firm fixed price amount of concluded on June 10, 2025. The Pilot demonstrated that the capabilities of Palantir's solution met and exceeded OAG's ability to leverage the Department's data to make sound and timely decisions. Through the Pilot, OAG was able to enhance visibility into prosecutions, civil matters, and criminal cases, and boost litigation workforce productivity through commercial data integration and artificial intelligence (AI) software solutions. This new requirement for this instant contract action now requires the Pilot platform to integrate two key Department business applications (Case View and USA-5) that are hosted on the United Stateg Notice of Intent to Sole Source NAICS: 513210- Software Publishers PSC: DA10 IT and Telecom-Business Application/Application Development Software as a Service Background: On April 28, 2025, the President issued Executive Order 14288, 'Strengthening and Unleashing America's Law Enforcement to Pursue Criminals & Protect Innocent Citizens', which required the United States Department of Justice (USDOJ) to increase the investment in the collection, distribution, and uniformity of crime data across jurisdictions. In light of this Executive Order and the success of the Pilot conducted under Task Order 15JPSS25F00000380 (Pilot hereafter referred to as "Phase I"]), the Attorney General issued a mandatory directive requiring real-time caseload reporting and tracking metrics for the Department's litigation efforts to be rolled out within 120 days. Both tracking and reporting are needed as soon as possible to inform critical workforce and work product decisions made by senior leadership. In the absence of an automated system, the Department will be left to manually gather and analyze Department data, which is an unacceptable alternative. As a result, the Justice Management Division (JMD), Procurement Services Staff (PSS), intends to solicit and award a Firm Fixed Price (FFP) Task Order on a one-time, sole source basis to: Palantir USG, Inc. located at 635 Waverly Street, Palo Alto, CA 94301 for the purpose of advancing the Case360 prototype by expanding capabilities demonstrated in Phase I. PSS intends to negotiate with only one source under the authority of Federal Acquisition Regulation 8.405-6(a)(I)(i)(A): an urgent and compelling need exists, and following the competitive procedures prescribed at FAR 8.405-2 would result in unacceptable delays.
