❌🛢️When governments pretend public money is scarce and they cut public services, the continuous waste of huge amounts of public money through fossil fuel subsidies must end sooner than late

COFFIS members should drive forward progress on fossil fuel subsidy phaseout at COP30 by:
1️⃣Strengthening commitments on fossil fuel subsidy phaseout in Mutirao decision
2️⃣Embedding fossil fuel subsidy phaseout in Article 2.1c
3️⃣Ensuring Paris-alignment of flows to deliver on the NCQG

➡️But Finland, Denmark and Luxembourg are yet to even publish an inventory, and Austria, France, Ireland, and Spain are delayed on their commitment to publish national phaseout plans

That's pretty weak phrasing - Parties could be urged to do a lot more, such as submit national inventories of their fossil fuel subsidies and action plans for gradually phasing them out.

First, discussions on the just transition work programme have come up with a new text.

In it is the first mention of fossil fuel subsidy reform of this COP:

But there's a "no text" option indicating this text is opposed by some

That brings up the number of countries supporting a fossil fuel roadmap to 21 in total and demonstrates growing momentum.

A good ETD must create the space in which the upcoming framework to phase-out fossil subsidies in the EU, expected for Q4 2026, can operate. @wopkehoekstra.ec.europa.eu

➡️We call on the next Council presidency and the Member States to speed up negotiations and remove any carve-outs from the text.

🛢️The proposal also exempted maritime transport and fishing vessels. That's a lot of indirect subsidies to the polluting industries.

🪟And that's how the Polluters Pay Principle goes out of the window: environment.ec.europa.eu/economy-and-...

The Danish presidency proposal exempts aviation fuels from being taxed, until at least 2035, when the Commission assesses whether to change this.

👊This is farcical. It goes counter the spirit of the ETD revision of taxing the most polluting energy carriers. @staygroundednet.bsky.social

The European Parliament position is passable (there are some...questionable amendments): www.europarl.europa.eu/doceo/docume...

But the text that came out Council negotiations is bad: data.consilium.europa.eu/doc/document...

The @ec.europa.eu proposed in 2021 (!) a revision of the ETD.

✅The @europarl.europa.eu has reached a position in May.

❌The @consilium.europa.eu has been discussing for years trying to reach a position.

🤝Once they do, Council and Parliament will negotiate a compromise.
November 14, 2025 at 11:31 AM
❓Why does this matter?

The ETD sets the taxation rate guidelines for energy products across the EU. The problem?

🌍Logically, the most polluting fuels should be taxed the highest. But the Directive is from 2003... Now the EU has climate targets to achieve, and the current law is not fit for this.
