I've always loved one line from V for Vendetta: "artists use lies to tell the truth while politicians use them to cover the truth up."

For someone like Eggars, who revels in detail, I think people get caught up considering accuracy when Eggars is about precision

You only add your PB when you are proficient in the skill, save, or with the weapon. So, like you said--if you're a level 3 ranger with a Wisdom score of 14 and proficient in Perception checks, you'll add +2 for your WIS mod and +2 for your PB when making a Perception Check

For DnD 5e, you don't have proficiency in attributes--you have modifiers. For example, if you have a 12 in Wisdom, you have a +1 modifier. For almost every d20 roll in DnD, you add your modifier to the roll.
