It tends to go up, because the probability of one of those interactions resulting in the death of a Black person stays relatively constant, while the number of cop + Black person interactions, goes up.

But this number does not change much year to year. Because there's significant resistance to either changing the policies or changing the cops.🤷🏿♂️
