That’s basically every ‘no’ vote on City of Yes, plus the votes got by nixing the specific eastern Queens R varieties from the ADU requirements … plus Manhattan. I’d suggest this has the makings of a very anti-building/pro-neighborhood-character Council. (Charter revisions look set to be a *bfd*)

The NYCHA/ Con Ed pilot program, also announced in 2023, was quietly cancelled in April with no replacement funds. And the city isn't even close to utilizing a $25 million federal grant for NYCHA charging infrastructure that was awarded last year.

Even the Deliverista Hub, which was announced in 2023, will likely not have the promised outdoor charging infrastructure right away, construction has just begun this summer:

First- the FDNY has made its rules impossible to follow, which slows down or stops both private and public projects:
