For sure. It was BTK, after all. King isn't the only one to find some inspiration for human monsters there.

So nowhere near what she is going through, but my dad was a VERY terrible person. Vile.
The way I dealt with how he hurt me and my god he hurt me, was a lot of misplaced rage. First at me, and now at everyone around him claiming goodness who should have acted better.
