The general fund contains many services that are funded by property taxation along with other revenues sources as identified in Chart 2: Services by Funding Source.

There are currently four financial funds in Kamloops. The waste, water, and sewer funds can only be spent on those utilities and are funded through their own separate user fees or levies. Everything else comes out of the General Fund which is where property taxes go.

The answer is, like everywhere else where this problem exists, is higher levels of government getting back into building homes. The CMHC used to build around 15% of ALL housing until the 90s

Kamloops only at 62% of its two year housing target. Not great but what else can council do when it's almost entirely up to private developers to build? Their rezoning votes and the town center plans in the new OCP are very supportive of density

Priority plans have changed slightly since the public engagement session, they have kept the Fortune MUP for access to businesses, TODA, and other destinations and added 1st Ave and 2nd Ave to the priority list to finally connect the north and south AT networks through downtown!

This shows the infrastructure comfort spectrum (bad term imho - it's also safety level). City is strongly considering quick build for protected bicycle lanes, great to hear.

7% Will ride regardles of infrastructure
5% Regular riders who prefer designated routes or bike lanes
51% Majority - would like to ride more but are concerned about safety or connectivity

In the AT Plan Update page 90 the map shows Ord Rd as a proposed MUP, getting a connection across Ord & 8th to the new but orphaned section of MUP on Westsyde from 8th to Westmount Dr would fix another major gap. One would hope the city would extend the Ord Rd MUP to Singh at that point?

In my humble opinion, the entrance to Valleyview Drive eastbound should be made narrower with quick build barriers to make it a slow street, and traffic should go down the Frontage road and onto the highway at Comazzetto.
