The Inspector-General was conducting a formal inquiry relating to the
ASD, according to its annual report published in September. Asked to
detail the nature of that investigation by a parliamentary committee last
month, AD chief operating officer Dale Furse took the question on
notice.
The $46.8 million awarded to BAE Systems Digital Intelligence after
Bradshaw joined ASD was a dramatic increase on the contracts handed
to the company in the five prior years - collectively worth $553,000.
It also outstripped the value of contracts handed to BAE Systems Digital
Intelligence by other government agencies between March 2020 and
June 2025. Over that time, the Defence Department awarded the
company $25.9 million in work, while the Australian Federal Police gave
it $1.8 million.
The overwhelming majority of contracts awarded to BAE Systems
Digital Intelligence by the AD between March 2020 and June 2025
were sole sourced, meaning there was no approach to market or open
tender. They were worth about 60 per cent of the value of all
government contracts awarded to BAE Systems Digital Intelligence over
that period.
BAE Systems Digital Intelligence provides cybersecurity, analytics and
systems support to governments and defence agencies across the world.
Its most lucrative contract with ASD was a $14.6 million deal for
engineering services, published in October 2022. It has also signed
other major agreements with ASD, including $4.8 million for software
maintenance in December 2024 and $4.3 million for hardware
maintenance in August 2023.
The Inspector-General investigation began after a public interest
disclosure over the process behind a contract signed with BAE Systems
Digital Intelligence, according to people briefed on the matter. The
public interest disclosure inquiry ultimately evolved into what is known
as an "own motion inquiry", which the Inspector-General can launch
when a disclosure reveals systemic misconduct, a serious breach or

Those company sources, along with three other MA insiders, described the
allegedly appalling treatment of women who worked for MA, including cases of
serious intimidation.
According to one source, females in the company were often too fearful to speak
about their mistreatment:
"Everyone was scared."
In one instance cited by MA Services sources, Tim Jones and two other senior
MA managers visited the family home of a senior NSW female MA Services
employee who had departed the company and allegedly intimidated her when
demanding the return of company property.
A photo of the MA Services trio, obtained by this masthead, was briefly posted
online by one of the men with an apparent Indian taunt that roughly translates
to: "Don't confuse us with those who ever back down."
A sixth MA insider alleged the firm used up to six different payroll companies in
an apparent bid to avoid payroll tax, while claiming the remuneration package
for a senior executive was spread across four family members to also avoid tax.
A seventh source said as recently as September, MA Services allegedly used a
shadow set of employee records to conceal underpayment of security guards.
The source said the guards were
"at risk of exploitation, particularly as many are
students, are on student or other restricted visas, welfare payments, or
unemployment benefits, and are breaching work conditions by working excessive
hours"

1 Remove the carve out that excludes Regional Forest Agreements from the
laws.
2 Remove the carve out for land clearing under the continuations of use and
prior authorisation exemptions.
3 Tighten the national interest test in line with recommendations made by
Professor Graeme Samuel in his submission to the inquiry into the bill, and
exclude fossil fuel projects from the test.
4 Remove subjectivity in tests around the application of National
Environmental Standards and scienti!c criteria.
5 Legislate a requirement and timeframe to deliver a National Environmental
Standard for First Nations engagement and a National Environmental
Standard for Community consultation.
6 Provide safeguards to ensure that o"sets are only used where like-for-like
o"sets are demonstrably available.
7 Remove the ability of the Minister to devolve approval powers to states and
territories.
8 Provide safeguards around the streamlined approvals process and exclude
fossil fuel projects from that approval pathway.
9 Establish a duty for the minister to consider the impact of projects on climate
change.
10 Limit the rulings power in the bill to procedural clari!cations only and
explicitly prohibit rulings from overriding or substituting for Standards or formal
accreditation processes.
11 Remove the 28 day limit on reconsideration requests and reinstate the
Minister's power to reconsider determination older than 5 years.
12 Improve and clarify the de!nitions of unacceptable impact and net gain to
provide greater certainty and ensure adequate protection of the environment.
13 Establish a truly independent National EPA with an independent board and
a CEO appointed by the board.
14 Stop work orders should be open to review and appeal, ensuring the stop
work orders remain in force during the review and appeal process.
15 Increase flexibility around sunset periods for non-controlled actions.

It's estimated there were once millions of koalas across the mainland
appearing in First Nations dreaming stories for tens of thousands of
years. The koala was a totem animal for some cultural groups and food
source for others, and specific rules applied to how they were handled.
Yet, it's predicted that by 2050 - less than two-and-a-half centuries since
the First Fleet arrived - koalas will be extinct in New South Wales, and at
risk across all other mainland states and territories, without urgent
government intervention.
Lisa Palma is the chief executive of Wildlife Victoria. She has also been a
licensed wildlife carer for more than a decade. Just this year, Wildlife
Victoria has fielded more than 180,000 calls for help regarding sick,
injured and orphaned wildlife.
Calls to its emergency response service - backed by qualified volunteers
and experienced wildlife veterinarians - have more than doubled in the
past five years, leaving the service under strain.
Palma says these calls from concerned community members are
expected to double again over the next five years, to about 300,000 a
year, due to the acceleration of climate change.
"Honestly, we don't
know how we'll manage,
she savs.
"Probably the most common reason members
of the public call us is for sick and injured
koalas that are reported clinging to telephone
poles.

Australia to refuse the US access to military installations
related to US nuclear war fighting abilities. That would
threaten the Australia-US military alliance and the terms of
AUKUS.
States that sign and ratify the TPNW must not support
nuclear war fighting operations of a nuclear power. Australia
is currently providing, or about to provide, at least four
installations to assist the US' nuclear war fighting ability.
Pine Gap base provides the US nuclear war room in Nevada
with real time and vital satellite surveillance data, via the
Relay Ground Station in Central Australia. It would have to be
closed to the US if the TPNW was signed and ratified.
The Harold Holt Communications Station at North West
Cape, Exmouth, in Western Australia, enables the US to
communicate with its nuclear-armed, hunter-killer submarine
fleet, while submerged and, through this facility, can instruct
them to launch their nuclear missiles.
Signing and ratifying the TPNW would mean Australia ends
US access to this communication.
The berthing and maintenance facilities under construction at
the HMAS Stirling naval base in WA, at a cost of $8 billion, is
to service US and British nuclear hunter-killer or attack
submarines. The US refuses to confirm or deny whether its
nuclear submarines are armed with nuclear weapons.
In signing and ratifying the TPNW, Australia would need to
halt this construction and refuse to berth and maintain US
nuclear submarines.

3.4 Institutional accountability and university reform
Objective:
Ensure public institutions, particularly universities, are accountable for addressing antisemitism and
guaranteeing an environment without hostility, harassment or intimidation that allows all members of the
university community to participate fully.
Universities must ensure they adopt a definition of antisemitism that is effective in addressing
antisemitism on campus practically, including being integrated into codes of conduct. They must also
report transparently on complaints and disciplinary actions.
Importantly, universities must embrace cultural change to end their tolerance for antisemitic conduct. All
members of the university community - including staff, students and visitors - who promote antisemitic
rhetoric or harassment of Jewish students or academics must be held accountable.
Should significant problems remain at universities by the start of the 2026 academic year, as
assessed by the Envoy's report card, a dedicated judicial inquiry should be undertaken to address
systemic issues, including the investigation of foreign sources of funding for antisemitic activities
and academics at universities.
Key actions:
The Envoy will develop and launch a university report card, assessing each university's implementation
of effective practices and standards to combat antisemitism, including complaints systems and best
practice policies, as well as consideration of whether the campus/online environment is conducive to
Jewish students and staff participating actively and equally in university life.
The Envoy will work with government to enable government funding to be withheld, where

This year, Anglicare Australia's Jobs Availability Snapshot shows that for every entry-level job
advertised in Australia, there are 39 people on JobSeeker competing for it. Last year it was
33. The year before that, 26. The pool of people needing these jobs is rising, while the pool of
suitable jobs is shrinking.
Of those 39, 25 are people with the kinds of barriers that make other roles impossible
people without qualifications, people with disabilities, older workers who have been pushed
out of long careers, young people who've never been given a chance.
These are the people the system claims it is helping. They are the people routinely blamed
for being out of work. But the truth is that they cannot get jobs that do not exist.
Our national debate pretends as though all jobseekers can simply try harder and land a job. It
is an argument that wilfully ignores the reality of a labour market where entry-level jobs have
nearly collapsed. These jobs now make up just one in ten job vacancies
- down from one in
four over the last 20 years. The rungs at the bottom of the ladder have been kicked out, and
then we wonder why people can't climb.
When politicians talk about unemployment as a single number, they erase this reality. They
erase the barriers facing older people who take twice as long to find work. They erase the
single parents juggling caring responsibilities while being forced onto JobSeeker once their
youngest child turns eight. They erase people with disabilities still battling discrimination.
They erase people who don't have qualifications, money for transport, or the luxury of waiting
for the "right fit."
They erase everyone who needs those entry-level jobs that never come.
This debate has consequences
- very real, very cruel ones.
