Definitely finish Shenmue II, the anime covers the whole of that game, but you probably don't need to worry too much about Shenmue III.

The first Shenmue game takes place in 1986, in Yokozuka, Japan. If you beat the game once, you'll have the option to use "actual weather" from 1986-87. This will cause the weather conditions in Shenmue to precisely mirror the historical weather conditions of Yokosuka, down to the hour.

I always felt like Tom knows more than he's letting on. He's selling hot dogs downtown in the first half of the game. But then when Ryo starts going to the docks, Tom's operation suddenly moves there.
