And I think it would have to be combining with the bar, as solicitoring would not bring the necessary freedom and flexibility

This on the other hand made me smile and guffaw on an otherwise reflective day…

DPP v Morrison 2003 of limited help - not preserving evidence here given s12/13 TA 2000 is a strict liability offence - but if anything speaks to not having power

Yet…I saw dozens of people dissuaded from exercising their legal right to walk along those 50 yards of Strand without anyone challenging

This is street law not law

I’ve not heard so much policing law cobblers in so few minutes in quite a while

Even more interesting, when questioned why people were inside filming - not police - I was told “they weren’t suspected of being about to commit a crime”…on what basis, never became clear

The Supt. clarified that they were that side already when cordon put in place

Obviously problematic as (1) they’re not actually using any force - though said they’d be prepared to maintain the cordon (2) and hard to think what crimes inside might need preventing
They said obstruction police
(3) it was a one-sided cordon for quite a while …people coming through from far side

APP doesn’t list s3
It’s either CT powers or common law

Three officers on three occasions repeated that the lawful basis was s3 CLA 1967 - use of force to prevent crime

Interestingly - and questionably - the Met has created a sterile cordoned off area to process arrestees before transporting for processing
