Very helpful, thank you! For a published sandbox, would you expect a bit more in terms of stocking? Or would a bit of procedural generation be OK to you? (I'm currently doing 36 hexes around the home base, and I figure those should be stocked more completely.)

Thanks! It's definitely a good complement to a darker campaign, but it still has issues IMO. At the risk of self-promoting, my low-level sandbox, Adventures in Hawk's Rest, might be up your street?
