Belatedly realizing that assuming his job was linked to the Senate office, Sir Humphrey's bosses would have been Palpatine ("another mysterious masked figure to see you, Senator"), then Padme ("Anakin Skywalker for another... policy discussion") & then Jar Jar.

Now I *really* want to see this show.

Though he's implicitly expecting there to *be* a future Democratic Senate majority, despite the heavy lift posed by near-future maps.

Of course a lot of the unspoken point of the filibuster is to give cover to the majority to not do things it doesn't want to do, but says it does.

What concerns me is that it's not dramatically different from Biden on the same day in office, and higher than Trump's first term at the same point.

Granted, each went on to lose his next election. But it doesn't suggest that what's going on is *unusually* unpopular, or precludes a comeback.
