It's only 'debt' if the person paying the support is ordered enough that it would cover the TANF payment plus the pass through. Otherwise nothing happens with it. If the hypothetical family from before is getting $500 in TANF & pass through while ordered support is $300, that's never going to paid.

It certainly does feel that way. There is a view the General Assistance Cash (for the disability) was meant as a 'loan' to help folks bridge the gap until SSI could kick in. SSI can have a retroactive period. I think pay back only occurs when that retroactive period overlaps with the GA Cash.

The debt obligation does not go against those recieving the TANF & pass through support. And if the person paying the support joins the household depending on the changes of income the support payment could be stopped/paused/modified.

If only it would work that way. Or at least exempting half or whatever. Sadly that's not the case. I can see the angle of the argument that all income potentially available for food should be considered. Doesn't mean I like it.

Yes, beyond the SSI payment. Most single individuals recieve $22.10. It's a separate thing and does not impact TANF or child support. It's considered to be it's own type of cash grant.
It's not something that needs paid back. (Unless an overpayment occurs.)

My guess to why child support of any kind is included in the SNAP calculations is the support is for all the needs of a child, which would include food.

In PA, pass through support is not counted for TANF. It is counted for SNAP. The TANF grant issued to the household also counts in determing SNAP eligibility. PA is a state that pays a small supplemental payment to most SSI recipients. That too counts in the SNAP eligibility.

For PA, a deduction is only applied for child support when it is paid out of the household. If it's support that is coming in, such as the pass through support, it is a disregard.

This was also true for when PA had general cash assistance and someone claimed disability. Part of the agreement to recieve payment involved turning over SSI to pay back the funds issued.

The support payment taken by the state in this case is only being applied to the funds (TANF) issued. Dollar for dollar. It does not cover admin costs, supplies, etc. At least with how it was explained to me years ago.

If instead the support payment is only the TANF grant plus $200 or less, this 'happy path' will never happen. Which from what I have seen is a more likely scenario.

If all the funds paid out by the state (the $300/mo) are paid in full, the TANF benefits will stop as the support exceeds the TANF grant. The household then gets the full amount support AND any days counted against the 5 year TANF limit gets set to 0.

What if support is ordered at $1000/mo? The household continues to receive the $500/mo until the state paid portion (the $300/mo) is paid in full. Out of our $1000/mo example, $800 is kept by the state. $300 covers the current monthly benefit & the $500 reduces the balance of what was already paid.

While that's happening the state pays out the cash in the form of TANF. Say $300/mo. The state tracks the total amount paid to the household. Once support is being paid & only if it's being paid up to $200 passes through each month. In this example the household is getting $500/mo.

In PA the requirement to seek legally binding (court ordered) child support only applies to TANF. (Unless I missed a policy change. I rarely work with TANF) The support obtained from this order is paid to the state & up to $200 is passed through to the household. Usually this process takes time.
