They are kinda, but in the sense that a team has limited resources. Hence why they're taught as something to avoid like the plague.

I really should've started this project's codebase with something simpler, like click-to-move, at least then I would've started with some momentum, rather than wading through The Sludge of "new thing I don't know how to do yet"
