If people need to be replying in favour for it to be approved then it’s hard not to feel like a referendum?

Other things don’t seem to work like this.

I even wonder if consultations should only invite criticism and correction, to show that is how this works. Support can and should happen elsewhere

I try to express support where I can, but is it ever possible to outweigh vocal opposition?

It seems we have to find ways to stop seeing consultations as referendums (as people having a chance to express concern and correct/challenge things seems exactly what they are good for)?

For sure. Lots of people make bus journeys they wouldn’t have made otherwise, just mostly not car drivers.
