The issue is the admin and tracking that EV owners will have to do to pay this. Extra forms/websites etc that will have to get done, every damn year.
Then add in complications like buying a second hand one etc.

Put simply, fuel duty currently raises around £25bn a year – an important contribution to the government’s coffers.
But as electric vehicles [EVs] start to displace petrol and diesel models, those revenues will decline.
The idea is to begin replacing a tax on fuel with a tax on mileage.
The new charge will be 3p-per-mile from April 2028. For the average driver, doing 7,000 miles a year, that means an added annual cost of £210.
But here’s the problem. The government wants to encourage people to buy EVs, and it’s spending a lot of money subsidising sales.
