Try making the state income tax progressive in the first place. Then fund septa and other public transit. Pennsylvania has a right wing tax structure and underfunds schools and mass transit. Even the bridges are falling down bc the state lacks money.

Pennsylvania has a very low flat income tax (3%) regardless of income. and hence can’t afford to do anything for its people. It should be zero for low earners and higher for high earners.

Pennsylvania should have a progressive income tax so this would be unnecessary and you’d have the money to fund public education, public transportation, and roads and bridges. I’d happily pay a higher rate for all that.
