How do you tell if someone isn't paying attention on Zoom?
1) head position,
2) reflections in glasses suggesting multiple monitors,
3) changing light (likely from changing content on monitors)...
EPA's Charmley does not appear to be listening to -- much less hearing -- the public "hearing."
