Good problem...No such thing as too many! What you can't eat, or dry and store, or give away, leave to flower and go to seed. The native pollinators LOVE flowering herbs.

No one has asked what variety, so, are they storage type? Sweet onions? The loose "skin" makes me think they will not store well. I would certainly pull one anytime you want to eat it right away. Leave the others to continue to grow, but I agree that letting them flower is not a good thing.

A single consultation with a landscape designer is what I would recommend. But a nice combination of perennials, shrubs and shrubby trees would block the noise better than a privacy fence. Budget friendly would be a matter of looking for non-profit plant sales -native plant sales too. Good luck!
