If the judge rules criminal contempt, it goes to the DOJ. If DOJ refuses to act, it goes to congress. If congress does take action, it goes to the DOJ. Either way, Trump can pardon any of his appointees, as long as it’s criminal contempt, if he chooses unless he’s in the process of being impeached.
Government actors who refuse to be bound by the rule of law are not morally entitled to its protection.
