A “love story” with death at the end is not going to submitted or published in the category of romance at your library or bookstore.

If you try to submit a central love story and some dies before the end you’re in regular fiction territory and then of course you can move over to other sub-genres depending on what else is going on.

So Romance with a capital R has to have a central love story about two and now, or more people getting together AND they have to end up together in a happily ever after or happy for now scenario. Happy for now is more applicable depending on the age of the characters or the circumstances at the end.
