Financial penalties are ineffective for the global players. Various periods of shutdown, leading up to full closure, would have the desired effect. Provide Ofcom with these powers and it's possible it may never, or rarely, have to use them to better regulate the industry.
I wonder how much Ofcom’s failure to use even the limited powers it has against Twitter is based on concern that it would be quite revealing when Musk just ignores any ruling.
