Germany will have to let France lead in certain areas, and vice versa. The UK will have to lead in some, even though they are (currently) outside the EU. And that’s ok. Really not going to get into it, but in 2025 it should be obvious that giving creepy-ass companies more data on you, even data you consider *innocuous*, is a very bad idea. The aggregation of said data, the assumptions made about you, and how that will be used to your detriment are well documented

Aside from “chat control” being a breach of fundamental rights, it won’t even work. Criminals will just find steganographic means to communicate, like placing blocks in certain ways in shared Minecraft worlds. And all you will have accomplished is making everything less safe.
