Facebook isn't an American company in any traditional sense.

It's an international corp with 3B users. Countries have every right to regulate if It impacts their citizens. That's normal business.

Back in 2021 Zuckerberg testified to Congress about content moderation. Facebook asked Congress to tell them how to moderate.

FB would love the Gov to take moderation off their plate. Gov becomes the bad guy. Facebook can shrug. Moderation becomes actual, not imagined Free Speech issue.

But I agree with you that it has impact on speech even if that's not the intent of the ban.

The Tiktok Ban is not about foreign ownership. It's not about speech.

It's not about harvesting data of US citizens. (very bad, but can get elsewhere).

It's about China being able to inject, manip narratives in US brainspace. This kind of "narrative warfare" is a new and crucial battleground.
