This is very much an overly silly Plas, but it works here because A. He’s not constantly annoying to the other Leaguers, B. His being able to think of a clever plan on the fly, and C. Most important, Olivetti’s hilariously deranged art.
Plastic Man thinks of a plan, in the most grotesque face you couldn’t imagine. As part of a plan against alien canine invaders (I wonder if they’re the same ones later seen in the Wednesday Comics: Supergirl story), Plastic Man disguises himself as various Justice Leaguers in order to trick them into thinking the whole team’s going to fight them. My favorite is his Flash disguise, where he fakes superspeed by slurring his words really fast and stretching to create the illusion of a speed trail. As part of his plot, Plastic Man performs as Wonder Woman, with some exaggeratedly huge [insert your favorite silly word for breasts here]. Believe it or not, this was one of the first images I ever saw of Plas. Part of the story involves the League, aside from Batman and Steel, doubting Plastic Man is capable of handling a task like running the JLA Monitor Womb. After seeing what he accomplished, they (grumbling) agree to give him more responsibilities. The idea of Plastic Man being this outsider amongst superheroes, and a guy they don’t like, doesn’t really sit well with me. It’s fine for a story or two, but it often leads to, or is because of, Plastic Man being portrayed as an annoying dope, and will get further exaggerated later on to the point where him being missing for months is played off as a joke.

The artist behind this is a massive dirtbag, he sucks.

Which sucks because this is one of my favorite Plas comics of the JLA era. Writer Todd Dezago perfectly captures Plastic Man AND Woozy, and uses them so well. I love this story a lot.
Plastic Man, who is currently alone in the JLA Watchtower, explains to Woozy Winks, whom he snuck in, how much he HATES Impulse… implicitly because, as an editor’s note points out, Impulse tied him up and made him look silly in JLA vs Titans. That’s so funny to me. Plastic Man explains the plot of the comic to Woozy, that Mr. Mxyzptlk has taken over a robot Santa Claus, and Impulse is running around the country with that robot giving out gifts with it. Woozy looks exactly as he did in the early Golden Age, which I think is because the first volume of the Plastic Man Archives collection had come out by then. Being a real festive chap, Impulse makes homes all ready and pleasant for St. Nick. In what is a genuinely brilliant moment for Woozy Winks, he manages to trap Mr. Mxyzptlk in a VHS copy of his favorite Christmas movie, getting him to say his name before reversing it, making it so that ole’ Mxy says his name backwards and pops back to the 5th Dimension.

Batman reveals that he hacked Prometheus’ helmet, which implanted programs into his head, and gave him the physical characters of Stephen Hawking. Batman makes no qualms over using Prometheus’ tech to give him a motor neuron disease, while Huntress muses that she would’ve killed Prometheus. Plastic Man reveals he used to spend a lot of time with Red Bee, a golden age hero who was an authority when it came to all things bees. It’s at cute reference to them both being from Quality Comics. Plastic Man, Big Barda, and Wonder Woman sneak into Queen Bee’s fortress, with Plas explaining that Queen Bee is incapable of seeing the color red, leaving her vulnerable to attack. This is shown sometimes as an instance of Plas being more intelligent than he lets on. Which I think is great, but in practice, in the next issue it falls apart.
