I've been wondering if a lawsuit might make him back off. I don't know enough about the division of powers at that level of govt but I'm assuming what he is doing is legal. So I've been musing about a large lawsuit (like by families of people harmed or killed by his meddling) being an option.

You might want to look at the ISO plain language standard. It's language neutral, so the advice applies to most languages. 50 plain language experts from 25 countries drafted and approved the standard (representing 19 languages). You have to buy the standard but your library may have a copy.
