At the most vulgar level, I'd say a lot of the Starmer, Reeves, etc crowd straightforwardly don't like "doing politics" and view it as a bit beneath them. There's a viewpoint approximately "if politics from the left and right shut up, then it would be 2002 again, and we could govern in peace"

(and, in their hopes, to an electorate with a similar understanding of and yearning for sensible moderation). I suspect it also acts as a sort of shield against having to formulate, articulate, defend an ideology, instead allowing one's role to be "satisfy as many of these constraints as possible".

I think (and some conversations with civil service and Labour people I know) that for the Labour centre clique, operating "within the rules" is key to their self-understanding as sensible moderate technical government, and this kind of policy is how they exhibit this technique to each other
