On Dec. 22, 2025, HUD sent a letter to all HAs operating HCV programs, urging immediate actions to reduce costs, even for agencies not in shortfall. PHADA members raised many concerns about that letter, and on Jan. 22, PHADA wrote a response to HUD. Read PHADA's letter at: bit.ly/4qJAkrz
